"Initial Responder" Tactics

Initial Definition: initial [ih-nish-uhl] - adjective - of, pertaining to, or occurring at the beginning; first: the initial step in a process. First Responder - Definition: We are all familiar with the term/expression "First Responder". The term brings forth the image of our valiant Emergency Response Teams from the Police/Law Enforcement, Fire/Rescue and Medical from our Municipal, State and Federal Governments.

In recent publications an analysis of All U.S Active Shooter Events (ASE) between 2001-2010 was done.

Information sources indicate that law enforcement is able to respond to and active shooter event less that 49% of the time before the event is ended in the secular cases and even less in faith based events.

There is an expression "Left of Bang" from Van Horne and Riley's 2014 book "Left of Bang" which describing preincident indicators before the "Bang"/ deadly force incident.

We are now defining "Initial Responder" as new term defining the persons that are "At The Bang" in a literal sense of meaning. When the mad man pulls out the gun, "You Are There".

The search for "Secret Sauce" -
I have spent hundreds of hours researching the various SWAT tactics, Anti-Active shooter tactics, ALERRT protocols, SRT team tactics from Law Enforcement and the Military, even training and strategy sessions with an active member of the Navy SEALS. I have interviewed numerous SWAT team members of different departments to understand the Tactics, Techniques and Procedures (TTPs) they employ.

The tactics are much the same no matter the department or agency. But what I did notice is that while there were great tactics for clearing a building and hunting down a person you can't readily find by the sound of the gun shots, there was very little, if anything, about tactics for actually being there "At The Bang".

Our journey has lead us to retrace how we have come to the training methods we currently deploy to most Security, Law Enforcement and Military today. Reading book as far back as the eighteen hundreds up to very recent publications has given us a great insight into the various methods and techniques.

It is my belief that our search for applicable tactics for the "Initial Responder" should point to the further study and adaptation of Close Quarters Combat tactics and techniques and not exactly the Active Shooter response TTPs of a SWAT team.

To that end we are developing a program specifically design to impart these "initial Responder" TTPs to help every church security team be more prepared.

The preliminary outline of this new "Initial Responder" program will be released at the 10th Annual National Church Security Conference in Colorado Springs, CO, August 8-9, 2014.
